Contract for this position will be to 6/30/22 and possibly afterwards.***The Pennsylvania Department of Education (PDE), Data Quality Office, is managing a federal government grant and a number of associated projects. They seek a proven PM with seven years of demonstrated experience of senior-level technical support skills to manage a federal government grant and a number of associated projects in an holistic manner. PDE requires an experienced technical specialist with proven experience managing complex projects. The candidate should have more than 7 years of demonstrated experience and a 4 year bachelor’s degree. Familiarity with education, education data, and Pennsylvania Information Management System (PIMS) and its data is highly desired. The candidate will primarily work on Research data repository project along with other projects as assigned. Familiarity with multi-dimensional cubes, data linking and automation of data refresh between different data sources is highly desired. The candidate preferably has experience in education and has knowledge and understanding of various types of project management methodologies. The role and duties will include, but are not limited to, the following: 1) Build and maintain relationships with key stakeholders and customer representatives a) understanding the “big picture” relationships among projects and effectively coordinating upcoming and ongoing projects as a result; Assists in keeping the projects organized and moving b) communicates verbally and in writing to multiple project stakeholders. 2) Reporting Structure a) Directly reports to the Data Quality Office Director b) Expected to be discerning enough to work independently but also take direction from the Research and Evaluation Manager and Educational Statistics Director as needed. 3) Project Planning and Scheduling a) Accountable for delivery of specific work tasks identified in the project plan(s) b) Determines project needs and acts as needed resource to complete the work or acquires resources needed for the success of the project c) Plans, organizes, prioritizes, manages, and completes multiple work efforts across project teams d) Creates and maintains project plans, which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel e) Directs and conducts work planning and scheduling f) Manages and tracks project progress against its specific project plan g) monitors project milestones and phases to ensure the project is on schedule; Takes corrective actions if a project begins to slip its schedule h) Adjusts and revises estimates and plans when necessary i) Notifies stakeholders of project timelines, milestones, phases, target dates, and approved work package 4. Project Reporting a) Prepares status reports on a periodic basis b) completes bi-monthly reporting and annual reporting to USED for specific project(s)4) Travel Requirements: Attend meetings and workshops to support the success of the projects within the DQO.
