I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Business Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered “works made for hire” and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Experience relies on limited experience and judgement to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgement. HHSC’s Chief Information Office has the need of a Procurement Specialist skilled in analyzing and documenting requirements, providing support to a procurement engagement, with emphasis on writing/development of Request for Proposal (RFP) content for large information technology systems and services. Responsibilities will include: · Drafting of RFP(s) on an aggressive timeline, to be comprehensive, concise, and compliant with all rules, policies, and guidance. · Developing comprehensive cost model, pricing workbooks and financial requirements for solicitations · Developing RFP supporting elements including written content, diagrams, charts, and timelines. · Researching the history of the prior procurements in order to understand current goals and objectives. · Facilitation and/or management of the creation of documentation as needed for the scope of procurement projects. · Creation and maintenance of requirements traceability matrices. · Creation and maintenance of presentation materials. · Identification of key business functions and stakeholders to participate in procurement activities. · Documentation of meeting proceedings and requirements sessions. This includes publication and distribution of meeting minutes, preparation requirements documents, and follow-up on all action items. · Procurement coordination tasks, including scheduling meetings. · Other duties as assigned.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 6 Required Experience writing Requests for Proposals (RFPs) 5 Required Experience development cost models, pricing workbook and financial requirements 5 Required Experience successfully leading meetings and facilitating discussions. 5 Required Expertise using Microsoft Office products, Word, Excel, PowerPoint, Project, and Visio, with exceptional skills in Word and Visio. 5 Required Experience creating process flows for AS-IS and TO-BE models. 3 Required Proven ability to work successfully with technical and non-technical groups, and manage multiple responsibilities. 3 Required Excellent analytical, problem-solving, team playing collaboration and communication skills. 3 Required Experience and judgement to plan and accomplish goals and independently perform a variety of complicated tasks; a wide degree of creativity and latitude is expected. 3 Preferred Experience in Texas Medicaid 2 Preferred Experience drafting RFPs for one a state agency 1 Preferred Prior experience developing Federal funding requests (Planning Advanced Planning Documents and Implementation Advanced Planning Documents). 1 Preferred Knowledge of the State of Texas Contract Management Guide.
