The start date for this Staff Augmentation position is anticipated to be October 4, 2021 through June 30, 2022 with a possible one (1) year renewal term, not to exceed 12 months from the expiration of the current State Term Contract (STC) # 80101507-SA-19-01. Additionally, any current PO will be terminated upon execution of a new STC if that STC requires issuance of a new RFQ. This RFQ will combine all hours for a total of 1,465 hours for the purposes of this quote. A Purchase Order (PO) shall be submitted annually for each FY. Description/Deliverables
The Department’s OIT is seeking the services of an experienced Applications Development Analyst . The candidate will be required to successfully complete tasks in relation to the Scope of Work in Section Scope of Work below. Scope of Work/Job Characteristics
The Applications Development Analyst will need the following skillset/knowledge to perform the duties and responsibilities of this position: • Experience gathering, compiling, and synthesizing information regarding technology processes or systems; • Works closely with customers, Subject Matter Experts (SME), and team members to understand business requirements that drive the analysis and design of quality technical solutions; • Selects appropriate Computer Aided Software Engineering (C.A.S.E.) tools to develop systems and software; • Must produce deliverables related to the project(s) assigned and assist in post-implementation support and system enhancements; • Responsible for the design and development of Information Technology (IT) systems, to include determining functional specifications; • Proficiency with COBOL language, TSO/ISPF/IOF, CICS, JCL, and SQL for DB2 and IMS-DL1/DL2; • Experience in system design documentation; • Experience in program specifications preparation, programming, and testing; • Experience in project management; • Knowledge of law enforcement sentence structures algorithms; • Knowledge of financial infrastructures; and • Knowledge of health and medical Infrastructure. The work shall be conducted onsite with the Department’s OIT in the Carlton Building, Tallahassee, Florida. Education Requirements
Bachelor’s Degree, from an accredited college/university, in Computer Science, Information Systems, other related field, or four (4) years of equivalent work experience. Required Qualifications
The Department requires the candidate has the following experience, skills, and/or knowledge for this position: • Five (5) or more years of experience in Systems Analysis; • Five (5) or more years of experience in Applications Development Programming, specifically COBOL, CICS, JCL, and SQL for DB2; • Two (2) or more years of experience with the inmate/offender Probation and Parole, the Court Order Payment, the Inmate Trust Fund, the Sex Offender Tracking, and Drug Testing Systems of the Department; • Five (5) or more years of experience in IMS/DLI, DB2 Database, and DL/2 (Data Base middleware); • Five (5) or more years of experience in CICS and cumbersome JCL; and • Five (5) or more years of experience with the automation of prison canteen systems. NOTE: In addition to the above list, all selected candidates must successfully complete a Level II Background Check. Preferred Qualifications
The Department prefers the candidate has the following experience, skills, and/or knowledge for this position: • Experience with inmate/offender management system within a correctional environment; • Experience with inmate/offender time computation and release time calculation system within a correctional environment; • Experience with inmate health care systems within a correctional environment; • Experience in WRAP programming and mainframe programming using WEB services; • Knowledge in CJIS/NCIC/FCIC; • Experience with the State’s FLAIR accounting system; and • Experience with PROGRESS language (under VMS).
